Phase 6 · Voices, Testimony & First-Person Record

VOICES & TESTIMONY RECORD

Preserving what people said they saw, heard, experienced and decided—while keeping testimony distinct from independently established fact.

How to read this record

Each J6-V entry identifies the speaker category and evidentiary setting of an account. A first-person statement can establish what a speaker says they experienced, but its broader factual weight depends on directness, timing, corroboration, conflicting evidence and the procedural setting in which it was given.

J6-V-0001
Capitol Police and law-enforcement officers

Officer accounts of conditions at the Capitol

SWORN TESTIMONYDIRECT OBSERVATION

First-person accounts from officers can document what an individual officer saw, heard, experienced and did during the response.

Evidence: J6-E-0007 · J6-E-0008

Limitation: An officer's direct observation can establish that officer's experience; it does not by itself establish what every officer, commander or agency knew or experienced.

J6-V-0002
Members of Congress and congressional staff

Accounts from inside the congressional proceeding

TESTIMONYCONTEMPORANEOUS COMMUNICATIONLATER RECOLLECTION

Members and staff described the electoral-count proceeding, evacuation, sheltering, communications and continuation of the joint session.

Accounts concerning constitutional duties and executive-branch decisions

TRANSCRIBED INTERVIEWPUBLIC STATEMENTDOCUMENTED COMMUNICATION

Statements and testimony from executive-branch personnel can illuminate discussions, decisions and perceived responsibilities before and during January 6.

J6-V-0004
Election officials

State and local election officials described certification pressures and disputes

SWORN TESTIMONYOFFICIAL STATEMENT

Election officials provided accounts concerning administration, certification, recounts, communications and challenges following the 2020 election.

J6-V-0005
Military and National Guard personnel

Accounts of authorization, mobilization and deployment

TESTIMONYINTERVIEWOPERATIONAL RECORD

Military and Guard witnesses described command relationships, requests, authorization, mission preparation and deployment associated with the Capitol response.

Limitation: A participant's recollection of one stage should not collapse request, authorization, mobilization and physical deployment into a single event.

J6-V-0006
Demonstrators and people who entered the Capitol

Participant accounts require conduct-specific context

CONTEMPORANEOUS RECORDINTERVIEWCOURT RECORD

Statements from demonstrators and people who entered the Capitol can document motives, perceptions and conduct when preserved alongside video, communications and applicable case records.

Evidence: J6-E-0009

Limitation: One participant's stated motive does not establish the motive or conduct of other participants; legal status must be described case by case.

J6-V-0007
Journalists, photographers and documentarians

Contemporaneous observers preserved events in real time

CONTEMPORANEOUS OBSERVATIONAUDIOVISUAL RECORD

Journalists and visual documentarians created photographs, video, audio and contemporaneous accounts that can help establish location, sequence and observable conduct.

Evidence: J6-E-0007

Limitation: A recording can strongly establish what appears within its frame or audio, but interpretation outside that captured context may require additional evidence.

J6-V-0008
Conflicting and evolving accounts

Disagreement and changed recollections remain visible

RECORD STANDARD

When material accounts conflict or a witness later clarifies, corrects or changes an account, the record should preserve the relevant versions and compare them with independent evidence.

Evidence: J6-E-0007 · J6-E-0008 · J6-E-0009

Limitation: Preserving conflicting accounts does not require giving equally supported and unsupported claims equal evidentiary weight.
